RDA Goldfields Esperance - Committee


All appointments to the RDA Goldfields Esperance Committee are made by the Minister for Regional Australia, Local Government, Arts and Sport. Appointments are usually made for a fixed term, with Committee Members drawn from the community, business, and Local and State Government agencies.

Committee Membership is voluntary and no sitting fees are paid, although reasonable travel expenses are reimbursed. Vacancies are advertised in the press from time to time and an expression of interest must be completed. On December 7, 2009 the Australian Government appointed 93 local leaders to be the voices of WA's regions on Regional Development Australia committees. Federal Parliamentary Secretary for Regional Development, Maxine McKew, and Parliamentary Secretary for Western Australia, Gary Gray, announced the appointments of the committee members, including Chairs and Deputy Chairs, for the nine WA RDA committees.

Regional Development Australia Goldfields Esperance Inc. Committee Members are:

Chairperson: Mr Malcolm Osborne

Chief Executive Officer, Shire of Esperance

Mr Malcolm Osborne previously had eight years experience in local government in the Goldfields area. This experience has provided him with a sound understanding of regional issues, including the importance of the mining, agricultural and transport sectors.

Mr Osborne has extensive experience in strategic planning and helped focus the Shire of Esperance and Coolgardie and the City of Kalgoorlie Boulder on adopting a strategic planning philosophy. He has engaged and fostered partnerships between the Katanning, Kalgoorlie-Boulder and Coolgardie communities to plan and project manage major capital projects.

Mr Osborne was born in Bridgetown, Western Australia. He is currently a resident of Esperance.

Deputy Chairperson: Mr Robert Hicks

Chief Executive Officer, Goldfields-Esperance Development Commission

As Chief Executive Officer of the Goldfields-Esperance Development Commission, Mr Hicks has been instrumental in developing strategic partnerships with key regional stakeholders including the former Area Consultative Committee, the Chamber of Minerals and Energy and local government authorities.

Mr Hicks established the Goldfields-Esperance Workforce Development Group and the Goldfields-Esperance Transport Upgrade Program.

Mr Hicks is currently a resident of Kalgoorlie.

Treasurer: Mr Keith Adams

Operations Manager, TransAlta Energy Australia

Mr Adams is Deputy Chair of the Chamber of Minerals and Energy’s Eastern Regional Council.

Mr Adams previously worked as Instrumentation Supervisor for GIS Engineering. His work at TransAlta takes him to mine sites throughout the Goldfields-Esperance region.

Mr Adams has lived in the Goldfields-Esperance region for 27 years.

He spent 15 years in Kambalda and has been a resident of Kalgoorlie for the past 12 years.

Cr Ian Goldfinch

President, Shire of Ravensthorpe

Cr Ian Goldfinch moved to WA forty-five years ago to develop new land in the Ravensthorpe district, where he runs 2000 head of sheep. Cr Goldfinch was a member of the WA Farmers Federation executive for two years, a director with Co-operative Bulk Handling for sixteen years and worked in a wholesale audio visual business servicing WA for seven years. Cr Goldfinch has spent sixteen years as a Ravensthorpe Shire councillor, where he now holds the position as Shire President. He is also a Fellow of the Institute of Australian Company Directors.

Cr Goldfinch still lives on his original farm in Ravensthorpe and marvels at the early morning dew and the never ending sunsets.

Mr Peter Grubb

Construction Manager, GHD Pty Ltd, BHP NPI Project

With 40 years experience in Engineering, Procurement and Construction Management (EPCM) of heavy civil and infrastructure projects across Australia and overseas Mr Grubb brings a wealth of experience for planning and the implementation of projects to the RDA Board.

Mr Grubb is currently part of the Pilbara iron-ore expansion program and has intimate knowledge of the ramifications to regional areas of the current mining expansion.

Mr Grubb is currently a resident of Esperance.

Mr Scott Manners

Managing Director, WG Manners & Co Kalgoorlie Pty Ltd

Mr Manners has over 25 years experience in senior management, business development and direct sales roles along with administration and logistics duties. He is currently Managing Director of his fourth generation family business based in the City of Kalgoorlie Boulder.

Mr Manners has a long history of community involvements and is member of the BHP Billiton Yeelirrie Community Reference Group.

Mr Manners is a long-term resident of Kalgoorlie Boulder.

Mr Edward (Ted) English

Quality Systems Coordinator, Co-Operative Bulk Handling Group, Esperance

Mr English farmed at Gibson for 24 years prior to being appointed Executive Officer to the South East Forest Foundation in Esperance.

Mr English has a passionate involvement in the Esperance community. His interests include natural resource management through the Esperance Regional Forum and development of the Ralph Bower Adventureland Park. Mr English was the secretary of the Esperance Organised Primary Producers Cooperative for 15 years, seeing it became a successful grower-owned merchandise supplier to Esperance farmers.

Mr English was born in Lake Grace, Western Australia and has been a resident of Esperance for 46 years.

Ms Dale Piercey

GATE Trainer, Smyl Community Services, Esperance

Ms Piercey has a degree in Sociology and History/Politics and has undertaken studies towards a Masters in Regional Development.  Her varied employment background includes work with the Department of Agriculture, Fisheries and Forestry, lecturing in the Technical and Further Education sector, and acting as a real estate representative.  She currently works as Trainer with Smyl Community Services.

Ms Piercey is a passionate believer in giving back to the community and has volunteered her services to the adult literacy program, the Parents in Education Program and the Local Environmental Action Forum.  As well as being a Justice of the Peace, Ms Piercey has been an active member of several community groups including the Esperance Bowling Club, Esperance Health Advisory committee and the Esperance Family History Society.

Ms Piercey was born in Kalgoorlie and moved to Esperance in 1980.

Julia Shadlow-Bath

CEO, Goldfields Indigenous Housing Organisation (GIHO), Kalgoorlie

Julia is the CEO of the Goldfields Indigenous Housing Organisation (GIHO), a not for profit housing organisation, based in Kalgoorlie.  GIHO manages over 200 properties in remote communities and urban centres throughout the Goldfields.

Julia has extensive experience in corporate Public Relations, and had spent the past ten years in regional and remote Australia working in media, mining and the small business sector.
